Job Title: Projects Manager Town Deal (Greenstead & Youth)

Location: Colchester

Salary: £37,068 to £42,472 per annum

Job Type: Full Time (37 hours per week), Permanent

The Council have a good track record of working with partners to attract funding and investment for economic growth and were voted Best Commercial Council in the Municipal Journal Awards 2020 and Entrepreneurial Council of the Year in the Local Government Chronicle Awards 2020. The council was recently nominated for the Economic Support category in Local Government Chronicle Awards 2021.

The role:

Colchester has been awarded over £18m ‘Town Deal’ funding to boost the town’s economy and to create jobs. This role plays a key part in helping deliver these improvements.

There has never been a more exciting time to join Colchester’s Town Deal programme. As the programme starts to deliver a series of transformational projects, this new role will provide the project leadership in two strands of the programme. You will work with the senior leaders and specialists to co-ordinate these projects, develop business cases, engage stakeholders, and manage the start of delivery.

Your two projects will be the Heart of Greenstead and Transformed Youth Facilities (representing around £8M of the overall programme budget). The Greenstead project combines building high-quality houses, a new hub, joined-up community and health services and attractive public space right in the centre of the community. The Youth project builds on existing provision with a significant investment in facilities for young people.

This new role will work collaboratively with teams across the Council and external partners to deliver on these ambitious programmes. You will ensure the sponsor and owner of each of these two projects are confident that actions are taken to progress them to business case, and then subject to viability; to their delivery; reporting to project and programme boards.

About you:

Essential

  • Educated to degree level or relevant experience
  • Project management qualification or experience
  • Significant track record of delivery in complex stakeholder environments.
  • Work flexibly as appropriate including hybrid and remote working.
  • Attend evening meetings/external meetings as required physically and virtually.
  • Be able to work unsocial hours as required.

Desirable

  • Significant experience of managing complex and high-profile economic development/regeneration projects and programmes including delivery.
  • Commercial acumen.
  • Thinking creatively and problem solving.
  • Be able to work co-operatively with others to achieve shared goals and optimise
  • Identify new opportunities, have ‘vision’ and the ability to communicate this to inspire, influence and motivate staff and other organisatio
  • Ability to lead a multi-disciplinary team of professionals.
  • Be an excellent communicator.
  • Be able to plan, monitor and prioritise projects.
  • Able to work under pressure.
